Water:
The primary uses of the public water supply system shall be for the supply of potable water to all connected users for domestic consumption and fire protection for structures within the area served by the public water supply system. Auxiliary use of the public water system, such as using hydrants to fill swimming pools, flooding ice skating rinks and the like shall only be permitted when such uses are approved and not in conflict with the primary uses.

Water is billed quarterly based on user consumption. A base fee of $130 is applied and a charge of $2.71/1,000 gallons over the first 2,500 gallons.

Wastewater:
No person shall discharge or cause to be discharged any storm water, surface water, groundwater, roof runoff, sub-surface drainage, uncontaminated cooling water or unpolluted industrial process waters into any part of the wastewater system. Any person proposing a new discharge to the wastewater system or a substantial change in the volume or character of a discharge must obtain the written consent of the Selectboard.

Wastewater is billed quarterly, billed the same time as the water bill, and is a constant yearly fee. Currently, the fee is $250 per ERU (Equivalent Residential Unit)/quarterly.

Information that applies to both systems:
All houses, structures, or properties which are connected to the municipal water or wastewater system are required to remain connected to the municipal system in accordance with the provisions of the ordinances unless specifically exempted from this provision by the Town. The Town has borrowed money for major upgrades to the systems and requires the existing users to remain as customers so that there are sufficient funds to pay bonds without unanticipated or increased burden on remaining users. Disconnections due to vacancy is not permitted.

The owner or agent shall complete an application for initiation of a new water or wastewater service and shall identify whether the water use will be for residential, commercial or industrial purposes. The permit application shall be supplemented by any plans, specifications, flow and pressure demands, or other information considered pertinent. A water service initiation fee of $300 shall be paid at the time the application is filed. Please contact the Cabot Town Clerk’s Office for more information about additional costs associated with connecting to the water or wastewater system.  Once installed, the responsibility for maintenance and repairs on the service connection is split at the curb stop between the owner and the Town. The Town has responsibility for maintenance from the main line to and including the curb stop. The owner has responsibility for maintenance and repairs from the curb stop to and inside the building with the exception of the meter.

Disconnection of Service:
The Town may shut off water service for violation of restriction of water use notices to eliminate a public health hazard, for continued violations of this Ordinance or for non-payment of water charges. Any shut off by the Town may necessitate shut-off and turn-on charges to the customer. Service shall not be restored until the reason for discontinuance of service has been eliminated. The Town may place a lien upon the real estate to obtain payment of delinquent charges.
